    Default Idles too fast when CTS is unplugged?

    I have a really fun 1987 Westy. It hasnt passed smog though and the reason being is that when the cts is unplugged for the timing the idle rises, instant fail. Im wondering, after checking the idle switch cleaning everything and replacing the cts, it still idles high. When the cts is plugged in it runs great and idles smooth at 900rpm. Perfect. But when unplugged it rises to about 1100. I then ran the motor and unplugged the cts and got the high idle then unplugged the idle stabilization valve and the idle dropped down to 900rpm. I understand the cis system and that the valve will supply air if none is at the butterfly, but is mine for some reason supplying too much. Just thought I would ask the forum.
